Hmm I thought cfengine 3 was totally separate from 2.2.8.  The README does 
mention the need for cfengine 2.2.8, but I usually start with INSTALL, which 
doesn't.  It's probably time to break that habit.

By installing 2.2.8 on my laptop I was able to build 3.0.0b3.  Thanks for 
clarifying things.
