savannah is currently a bit out of sync.  I'll try to get this fixed.

I don't know exactly, but I suspect it has something to do with
implementing POSIX atop VMS, which had an unusual way of dealing with
exit statuses.  Or it may just be that some well-intentioned
implementations wanted to use differet exit statuses for different
kinds of failures.
