Known issue. Search the archives. Basically, until someone writes an implementation that makes it easy to perform multibyte operations across multiple applications without penalizing single-byte locales, coreutils does not do very well with multi-byte characters. Some distributions have patches for this, but those patches do not satisfy the upstream rule of clean across apps without penalty to single-byte, so those patches have not been folded in. - -- Life is short - so eat dessert first!
