I've tried setting my shell to tcsh (tcsh-6.15-1.fc8) but still can't get it to fail the way it does for you. Have you tried moving aside all of your ~/.??* files? Maybe one of those is causing the trouble. If you can reproduce it with an empty home directory, at least we'll know it something specific to tcsh itself and/or start-up files it reads from somewhere other than your home dir.
