/dev /proc and /sys are bind mounted
Chrooted /etc/mtab is linked to /proc/mount

I have seen udev working in the log.

When testing out of the chroot, depending of the machines, I have
util-linux-2.12r and util-linux-2.13.1.1.1 (on debian lenny) when inside the
chroot, I have the latest util-linux-ng-2.16.1.

Wich util-linux version did you run?
