    doc: mention Linux capabilities are maintained by cp/mv

    * doc/coreutils.texi (cp invocation): Mention that
    "Capabilities" are maintained when implemented
    using extended attributes.
    (mv invocation): Mention ACLs etc. are maintained
    due to xattrs being copied.
