Thanks for the report, but I am not seeing that behavior.
This is with the very latest from git:
$ echo 12 | ./cut --output-delimiter=X -c1,2
1X2
$ ./cut --version |head -1
cut (GNU coreutils) 8.12.188-3d2e5
Same for the last few (8.8-8.12).
Has your version been patched?
