Is this a bug?

Different output can be generated for:

        cvs history -u <user>
        
and

        cvs history -u <user> -x O
        
Is this a bug?  I thought that the default history was to check for 
checkouts.  

I haven't completely tracked it down but some records are suppressed 
in accept_hrec() if v_checkout is true.  v_checkout is false if I 
specify "-x O".
