I managed to reproduce this in the dev version in local mode.  This patch _does_
fix the local behavior.  Unfortunately I discovered another bug which seems to be
preventing the checkout of ampersand modules (maybe just the second module and
maybe just with '-d') within another module entirely.  i.e.:

    mod    dirname &ampermod

fails to check out ampermod entirely.

In any case, I have checked in Greg's fix and I will document the second bug with
a test case shortly.

Greg, for the future, it makes things much easier on us if you include a sanity.sh
test case which reproduces your bug conditions with your patch.  Failing that a
simple shell script which reproduces the bug without external data files is second
best.  Either should pass after the patch is applied.
