You probably logged in to repository-1 then changed your CVSROOT to repository-2 and didn't log in to it; therefore, even though you set your CVSROOT to repository-2, cvs is looking at your cvspass file and using what you've logged into and not what your CVSROOT is set at. Be sure to log into repository-2 then try your cvs 'log' and 'tag' commands again.
