CVS 1.10 is ancient.  I suggest you upgrade to the latest release
(1.11.2), which you can get from www.cvshome.org.

That message indicates that you have PreservePermissions=yes in your
CVSROOT/config file.  The preserve permissions code is notoriously buggy
and is unlikely to be fixed any time soon (it has also been completely
disabled by default in the code since CVS 1.11) -- please stop using it.
