The timeout error suggests that cvs-rep does not have the cvs server running. Test it by opening a telnet session on port 2401. The telnet program should connect immediately. Type a few random characters and press 'Enter' - you should see an error message "cvs [pserver aborted]: bad auth protocol start: " followed by the characters you typed.
