Building on Solaris 8 gives:

-xtarget=ultra -xarch=v8plusa -c admin.c
"/usr/include/vm/seg_enum.h", line 60: (enum) tag redeclared: lock_type
cc: acomp failed for admin.c
A simple change from lock_type -> cvs_lock_type fixes things.
