This message seems to be from the ubuntu distribution rather than cvs. See

I am not aware that cvs 1.12.13 actually uses the %n printf() flag.
If you can provide more detail as to where %n is being used,
then it may be possible to help you further.
If you are checking out cvs 1.12.13.1, then I believe that during
the configure phase, the ccvs/m4/printf.m4 will test to see if %n
is supported, otherwise, I do not believe that %n is being used
directly.
