I study at Univ of New South Wales, Sydney, Australia.
I am currently using Release B20.0 to do unix related
programming at home. 

I am unable to change the access rights on a file
using chmod. I tried
$ chmod u+x testfile
$ chmod 777 testfile

None of them seem to work.

I checked it out in the home page but could find any
bug reported for chmod. It is in section 5,
compatibility with posix.

Could you help me figure out this problem. Also guide
me to the link to download (or send as attachment)
this utility only (if update is available, don't want
to download 12+ MB).
