This isn't really related to GNU fileutils, but I'll try to answer your question. Are you using DOS or Windows? It's possible that SearchAndRescue comes with a file called INSTALL that is clashing with the Makefile target "install". Try renaming INSTALL to INSTALL.txt or something similar. Then run "make install" again.
