Yes, that is an intentional choice of the cygwin distro to ship an
alpha-quality product.  Distros are free to pick stability or bleeding
edge, according to what they are willing to support, and according to
whether bleeding edge fixes issues that the distro packager (aka me for
cygwin) is not willing to cherry-pick back into stable.
