gnupload is for the maintainers of the findutils, and we happen
to have it used for the first time just yesterday.
So TBH I don't understand why one would like to run it on a system
which doesn't have 'gpg' set fine.
But the main reason this patch can't be accepted is that the file
comes from gnulib, i.e., in a fresh clone it does not exist:
$ GIT_PAGER= git grep gnupload
bootstrap.conf: gnupload
build-aux/.gitignore:/gnupload
As such, I'm closing this bug here as 'invalid', but as that file
is shared from gnulib among many projects, you might try again
on the gnulib mailing list.
