This bug was discovered in gnucash.
Setting the environment variable LANG to 'sv' is ignored on Windows. All
strings are still in English.
However setting it to 'fr' will correctly use the French language
tranlsations.
Also setting LANG to 'Swedish_Sweden' also works.
I have looked around in the gettext source code and I suspect this is because
'sv' is missing in the language_table in gettext-runtime/intl/setlocale.c
