[bug-gettext] No "." after "# Copyright (C) YEAR THE PACKAGE'S COPYRIGHT HOLDER"

I have been wondering why do the following lines end with a "." but not 
the one starting with "# Copyright".

# SOME DESCRIPTIVE TITLE.
# Copyright (C) YEAR THE PACKAGE'S COPYRIGHT HOLDER
# This file is distributed under the same license as the PACKAGE package.
# FIRST AUTHOR <EMAIL@ADDRESS>, YEAR.
#
Should they perhaps all end with a "."?
Or maybe none of them?
