Details:
Currently, when we read the CLDR XML file with the plural rules, we look for
exact matches of the locale identifier.
Let's extend this, by looking for 'parent' identifiers too.
Example: working with 'zh-Hant', let's look for 'zh' too
Example: working with 'en-US', let's look for 'en' too
