I don't think so. The big project which has a long time develop history may have something gtags cannot generate the right file. You may see https://github.com/ludovicchabant/vim-gutentags/issues/225, many people come across this problem, not only me. so I think this is gtags bug. If some files cannot build gtags file, use '--skip-unreadable --skip-symlink' cannot work. Now we cannot know why gtags generate empty files.
