Make sure that /usr/local/lib is specified in /etc/ld.so.conf or /etc/ld.so.conf.d/*. After you have configured and built glpk with gmp, please type the command "make check" for glpk. If the same error occurs, try "LD_LIBRARY_PATH=/usr/local/lib make check", and if this doesn't help, please provide the complete log for "configure", "make", and "make check".
