The latest version of GNUbg that runs on OS/X Mavericks (10.9) is
v1.03.000 . Not sure which version you got but to make sure you'll need
to ensure you get this one:

Assuming you have XQuartz installed(which you say you do) you need to
open the DMG file above. You MUST drag the GNUbg Application inside the
DMG to the /Applications folder. It will not run from any other location.

Once you have it installed into the /Applications folder then you can
launch it. The first time you run it wait 3-4 minutes and it should
launch. The long delay should only occur the first time you run it after
installation.
