The second point should not be an issue. If your account doesn't have 
administrator rights you can still install the software in your profile 
(if you can run the installer...).

I have uploaded at http://philippe.michel7.free.fr/gnubg/ a zip file 
that contains a version of gnubg 1.08.003 that should be usable as is 
(once unarchived). But if your system is set to prevent you from running 
an unsigned installer it is just as unlikely to allow you to run the 
gnubg executable itself.
