Same problem as changing the node name. It would impact all existing
manuals that use gpl.texi, which is a lot. They already have their
node structure set up to assume it's a chapter-level entity.

I didn't include this index entry because of the capital "L" in
"License". Not every manual capitalizes every index entry (and in fact
I think it is better not to do so).
I think --local-dir together with a context diff is a better solution
