The former. Some years ago there was also another "native" Win32 port attempt, called pw32, but I haven't heard from it in several years. I'm still waiting for someone to "start" using a Win32 port that uses wrapper scripts around MSVC (e.g. cccl) but it apparently has not happened now: config.guess and config.sub don't contain info abort such a platform.
