gnulib-tool is just one part of the 'autogen.sh' or 'bootstrap' script. It is normal and expected that after running gnulib-tool, this script needs to run additional commands, like gnulib-tool --copy-file build-aux/config.guess build-aux/config.guess chmod a+x build-aux/config.guess fetching the PO files from the Translation Project aclocal -I m4 autoconf automake --add-missing --copy autoheader Thus the primary mechanism for making such adjustments is in autogen.sh, which is completely in the hands of the project. 'bootstrap' is also highly customizable, if you take the rewrite from Gary. The secondary mechanism is that a package can have a README-release.diff file and use the --local-dir option.
