It works for me, from a fresh checkout and bootstrap of the current coreutils commit 93e099e4c3b659b2e329f655fbdc73fdf594a66e on Fedora 36 x86-64.
From the output, it looks like you might not have the correct version of Gnulib (it should be commit 762bd0aa660b0c1c02597e0d2e5c5fbf9bab1b91) or you haven't run ./bootstrap lately.
