As mentioned at the top of this file, it is included in both the
GNU Make manual and the GNU Coding Standards. Therefore the right
mailing list for reporting these is bug-standards

Personally I think that the text is well readable as is, and does not
risk confusion. It is perfectly OK to have additional words in a text
that simply make it more fluid to read, and to avoid repetition of
conditions that are implicit from context.
