You need to do that locally. We can't increase the timeout upstream in Gnulib, because in the case of an endless loop, we want the build (often on a CI machine) to terminate in a reasonable time. 1000 seconds on a CI machine costs real energy, and often the maximum allowed time for an entire build is 1 hour or so. And no, museumware hardware or software does not have a high priority for us, compared to today's hardware and practices [1].
