Do you mean "at least"?  Meaning every release back to 1.22.3 and some
undetermined count of releases before that?

Please report the failure mode.  I and others have been building groff
successfully with `make -j` for many years--for as long as I've been
involved, since 2017 at least.

When you do, please drop Paul and bug-gnulib from the distribution, as
whatever problem you're facing I suspect has nothing to do with Gnulib.
