Summary: NSScrollView displays corner view when not needed

Original Submission: The recent change to NSScrollView handles one case incorrectly.
When the vertical scrollbar is switched off there is no need to display the corner
view any longer. Still the current code does so.
This can be tested within GORM by creating an NSTableView and switching the scrollbar
off. The rectangle of the corner view will now be drawn over the first column header.
