Details:

"openapp" is broken in the latest Win32 installer "GNUstep Windows binaries
for base 1.11.2 and gui 0.10.2".

When trying to launch an application via "openapp appname" the following
error message appears:

"/c/GNUstep/System/Tools/openapp: /c/GNUstep/GNUstep.conf: No such file or
directory".

GNUstep.conf file is missing and "/c/GNUstep/System/Tools/openapp", line
35-44, looks dirty:

if [ -z "$GNUSTEP_FLATTENED" ]; then
  GNUSTEP_FLATTENED=yes
fi
