Installed straight via the package manager in Debian (aptitude). Update: AHA! I found that it's related to the window manager. The non-dropping behavior was running on LXDE (version "4+nmu1"). I switched to XFCE 4.8 (all other system details same as prior), and now the drag-drop is working.
Additional info: In XFCE now, I see the correct behavior on drag-drop is that a highlighting border bar appears in the target drop-window prior to mouse-release. That border does not appear while dragging in LXDE. New minor issues: working under XFCE, I see some glitches with the Gorm cursor not updating correctly to track the operational mode or object hovering over -- eg. the duplicate cursor (set when dragging a new component to the window) stays after the object is dropped; if you pass over a text field, the I-bar text cursor stays...
