gnustep-startup contains old gnustep packages. In the new packages, by default, gnustep isn't installed in /usr/GNUstep. I don't remember exactly where is this installed. But you can check the file /etc/GNUstep/GNUstep.conf where are listed all the paths used by GNUstep.
