Follow-up Comment #10, bug #60952 (project gnustep):
A quick update, I got success with the graft of NetBSD libc's localtime.c in
NSTimeZone. I do not post a patch for now because the code is awful, but at
least it produces the correct result:
TZ Europe/Paris
1981-01-16 TZ offset = 3600 (expects 3600)
1981-08-16 TZ offset = 7200 (expects 7200)
2021-01-16 TZ offset = 3600 (expects 3600)
2021-08-16 TZ offset = 7200 (expects 7200)
While there it is tempting to toss the part of NSTimeZone that deals with
transitions, since it is handled by the imported code.
