Hi
Why is this an issue exactly? I peeked at said IRC channel, and there
were 15 users, including myself and a bot. I believe any and all time
spent on this channel and who is or is not, should or should not be a
channel owner, is completely wasted. To put it more bluntly: nobody
uses IRC anymore, and nobody ever will again. (Idling for the sake of
idling is not the same as participating.)
An XMPP MUC might be of more use, although even that would likely not
attract many people.
