Details:
This patch adds -b and UTF-8 tests. It also displays LC_ALL, but only when
it has a special value. As the patch itself contains UTF-8 encoded
characters, make sure not to corrupt it before applying it. Warning: some
characters are homographs but are still different; do not blindingly retype
these tests.
