I'm not sure I understand.

If the tests are validly reporting bugs in grep, then I think it would
be better to keep them in CVS, and just not execute them, so that one
day the underlying bugs can be fixed and then checked.

If the tests themselves are what's buggy, then yes, surely they should
be cvs rm'd.

    The ftp site doesn't have grep-2.5.2. Why did we skip 2.5.2 and went
    directly to 2.5.3?

I'm not aware of any particular reason.  Sometimes version numbers just
get skipped ...
