I asked this question before but it occurs to me the problem may be with
cygwin.  However, the VI editor works find.
I've attached a utf-16 file that my local version of grep fails on.

grep 666 /tmp/utf-8.txt

returns nada.

Any help.  I'd be glad to fix it if you tell me that it is suppose to work.
