Follow-up Comment #4, bug #50770 (project groff): It looks like the "+1v" was in the original version (2000) so I don't think we can arbitrarily change it. There may well be a typographical convention which advises that there should be at least one line of text following a graphic, certainly would be true if the graphic was intended to be followed by a caption, and since PSPIC does not internally deal with captions, I can see why this might be a "good idea".
It is generally a good idea to set .vs 0 before any drawing commands as well if you need absolute positional control.
