As Bjarni noted, unfortunately we have had to withdraw support for groffer, and it will not appear in the forthcoming groff 1.23.0 release. Its author has not been active as a groff developer for some years, and no one else on the team is willing to maintain it. The components that groffer invokes as part of your test case, however--the groff and troff executables, the ms macro package, and the PDF output driver, are still actively supported, however.
