Some distributions distribute the URW fonts separately from ghostscript. In fact the fonts included in the ghostscript package have their own font files (without .afms). This is why gropdf attempts to set up a "U" foundry looking for the real URW fonts and building groff fonts which includes all the glyphs available in the URW fonts.
