Follow-up Comment #9, bug #60061 (project groff):
The Texinfo manual elsewhere retains the sentence "A free implementation of
'grap', a preprocessor for drawing graphs, can be obtained as an extra
package," which seems needlessly coy: may as well include here either the link
to _where_ it can be obtained (which was removed from the info manual in the
foregoing commit), or a pointer to the groff(1) man page, which contains the
link.
