As documented in the GNU troff(1) manual, that's trivial to solve for advanced
users:
Copy troffrc to ~/tmac/troff, edit it as desired, then use "troff -M ~/tmac"
or set GROFF_TMAC_PATH=~/tmac in the envoronment.
