Turns out I still have a groff build from November 2021 (groff
1.23.0.rc1.1499-34c5f), and it also exhibits the bug. So I can narrow the
bug's introduction to between rc1 (Nov 11, 2020) and commit 34c5fed1
<http://git.savannah.gnu.org/cgit/groff.git/commit/?id=34c5fed1> (Nov 2,
2021). That still leaves a few hundred suspects (including the one I
previously fingered), but also eliminates a swath of them.
