Mailing list announcements are not part of the process of getting a release
_ready_, but rather part of the process of _making_ one. These are separate
processes documented in separate files.
The mailing list procedures are now documented in the "ANNOUNCE" file rather
than "FOR-RELEASE".
Closing as invalid.
