Hmm, if I gave the impression that groff-man-pages.pdf would be available even
if gropdf was running in what you term "restricted mode", that was incorrect.
It has been predicated on the Automake macro "USE_GROPDF" for some time, which
is not set unless XXX, and moreover it insists on embedding the fonts (a
property I do not wish to discard).
I'm not sure under which circumstances I saw the degraded fonts in its
grops(1) but if I can reproduce it, I will raise the issue. But the problem
may have been due solely to my errors in hooking things up; we saw in comments
#13 to #15 that I am extravagantly fallible.
