Dave and Bjarni have established that this report was invalidated (worked
around) collaterally to other changes.
> Commit 825b39a7 (in May) removed this text from INSTALL.REPO, and commit
6cadefc3 (in October) from pdfmom.1.man.
Also, I would note that the diagnostics "from pdf.tmac" (really from the
formatter) are not spurious. See bug #63074 for much more background.
